Each file cost Rs 20,000 to 40,000.     Only 85000 vendors from MCD areas managed and 10,000 persons from NDMC area able to procure required documents.     Majority could not manage the ‘pay offs’ required for applying.     Only 2300 vendors got clear tehbazari that too after years of legal procedures     578 cases still pending for allotment; Many denied tehbazari on flimsy grounds even after submitting required documents.
