The space shortage argument does not hold good for other citizens.
Shopkeepers park their cars for close to 10 hours for a nominal monthly fee.

A car serves the convenience of only the owner whereas a hawker provides useful services dozens or hundreds of people every day. We can allocate so much space for car parks in prime locations, why not for hawkers?
